Purpose—e-records have become an important tool through which a government is held accountable for good governance, transparency and delivery of services to citizens. Therefore, this study aims to assess availability of training and resources in a records management environment, as a way of determining e-records readiness at the Federal Ministry of Finance, Nigeria (FMFN).
Design/methodology/approach—Questionnaires and observation were used for data collection. Purposive and stratified sampling techniques were used. Quantitative data from the 250 usable questionnaires retrieved was analyzed using the Statistical Package for Social Sciences (SPSS), while qualitative data was analyzed manually.
Findings—The study findings revealed that FMFN has a records management unit with other resources such as a movable and lockable file cabinet, files, file holders, registers and computers. There is low budget allocation for records management activities. Training for records managers is infrequent. However, an orientation program for new staff exists. Employees prefer the following mode of training: seminars and workshops, internships and consultant-run training. In terms of kinds of training need, study participants noted that they require training on computer applications, e-records management and change management role of record management.
Research limitations/implications—This study is limited to employees of the Federal Ministry of Finance (FMF) in Abuja. As a result, the findings may not be generalized to other ministries in Nigeria.
Practical implications—It is hoped that the study would benefit the public sectors that are desirous to opt for e-records management and provide benchmarks for policymakers, particularly on how to maintain proper e-records readiness status through training and resources.
Originality/value—To the best of the authors’ knowledge, this is the first study to be conducted at FMFN on e-records readiness, more specifically on resources and training.

【发现】研究结果表明,虽然校长及行政人员一致为文件管理工作付出了相当多的努力,但目前统一的操作系统尚未建立,致使学校的文件管理与保存现状较为杂乱无章。基于此,本文建议南非林波波省的基础教育部为学校提供特定的文件管理计划或模型,采取支持问责制、提高透明度并促进良好治理的标准化方式对学校文件进行统一管理。
【研究局限性/影响】本研究仅针对林波波省周边的七所小学,不包括林波波省域内学校及中学。
【实际意义】本研究深入阐释并洞察了校长及行政人员应该如何管理学校文件,并为公立学校文件的有效管理提出了建议。

Purpose—This study aims to investigate records management in selected government schools in South Africa.
Design/methodology/approach—The study adopted a qualitative research approach to collect in-depth data from the principals or administrators working as records managers at the school level. In all, a sample of principals and administrators from seven schools were interviewed face-to-face to enable the researcher to visit the schools in person.
Findings—The findings indicate that although the principals or administrators make concerted efforts to manage school records, there is no uniform system in place for this purpose. This results in haphazard record keeping and records management at the schools. The study recommends that the Department of Basic Education in Limpopo develop a file plan or model for schools to use to manage records uniformly in a standardised manner that would support accountability, transparency and good governance.
Research limitations/implications—The study was limited to seven primary schools in Lebopo Circuit, Limpopo province and secondary schools were excluded.
Practical implications—The author obtained a thorough understanding and direct insight into how principals or administrators manage school records. This study makes recommendations for the effective management of records in government schools.
Originality/value—This is one of the few research papers on records management in government schools in South Africa.

Purpose—The purpose of this study is to raise awareness of the benefits and drawbacks involved in using digital technologies for business meetings, and identify key concerns. The shift from in-person to virtual meetings has multiple consequences, some of which impact recordkeeping.
Design/methodology/approach—Drawing on research from records management, anthropology, organizational theory and computer science, this study establishes the norms of physical meeting spaces and recordkeeping and explores how these norms are challenged as meetings become virtual.
Findings—Virtual meetings allow for collaboration to work across time and space and offer multiple affordances that do not exist in on-site meetings; however, they also involve the additional barrier of technical access and reduction in user attention. Virtual meetings also enable the creation, capture and sharing of increased contextual data, and this increased documentation challenges traditional recordkeeping models. Meeting technologies are also worryingly invasive. This study shows that concerns over privacy have been dismissed in the design of virtual meeting spaces, and therefore the authors recommend their more thorough consideration.
Originality/value—Meetings are a pervasive feature of organizational life whose significance has been overlooked in the recordkeeping literature. By bringing together research about in-person and virtual meetings in a novel and necessary way, the authors started to fill a gap and hope to inspire further studies.

Abstract:The documentation of archival workflows plays an important role in digital curation practice. Capturing the various steps, tools, people, and software involved at different stages, workflow documentation visually represents complex activities, and at times, invisible labor. In this article, we reflect on findings from the OSSArcFlow project, a three-year, grant-funded initiative to investigate and document workflow activities of 12 cultural heritage institutions using three open-source software systems. Building on previously published research on documentation of current digital curation practices, this article reflects on the challenges the project team encountered in modeling archivists’ aspirations for their workflows. While current practices could be accurately represented in linear process models, archivists’ aspirations for how they might advance digital curation practices extended beyond adding or changing discrete workflow steps and often involved sociotechnical factors that could not be easily mapped. This article presents a taxonomy of archivists’ aspirations for their born-digital archives, grouping these goals together around major themes that emerged throughout the research. Our findings show that workflow documentation is an essential artifact in helping archivists to understand gaps and challenges in their current workflows and to imagine the further development of digital curation tools, systems, and practices. Project participants especially benefited from engaging in this reflection on workflow documentation as part of a community of practitioners, with the opportunity to compare across institutional contexts.

【研究局限性/影响】本文的研究对象为加拿大10个城市的24个组织,样本虽小但却具有代表意义。研究表明,加拿大需要建立一个能够直接响应联合国气候行动的文件档案议程,具体目标及措施包括:加强气候和自然灾害的恢复力及适应力;将气候变化纳入政策、战略和规划中;加强人事部门对减缓和适应气候变化的教育,减少可能发生的危害并做好预警。通过搜集并比较相关主题的文献材料……此建议具备一定的可行性。

Purpose – The paper aims to respond to three questions: Are Canadian organizations committed to sustainability? Are there any links between sustainability and records management and archives programs? And, to what extent are records managers, archivists and technologists engaged in climate action? The paper also provides background on climate change in the Canadian and global contexts, defines relevant terminology, and presents a literature review that positions sustainability, adaptation and mitigation in relation to records management and archives.
Design/methodology/approach – The paper is based on qualitative participatory research involving expert interviews in 24 government agencies, universities and businesses located in 10 Canadian cities.
Findings – The organizations in the study are committed to sustainability and have developed significant programs and activities in support of this aim. Although the records managers, archivists and technologists interviewed are involved in related activities, there is a gap between what they are doing as a matter of course and the wider sustainability efforts of their parent organizations. As resources are tight, sustainability measurement entails more work and there are no real incentives to add sustainability components to programs, the participants are focused on delivering the programs they are hired to do. As a result, there is a sense of serendipity around outcomes that do occur -“sometimes, green is the outcome”.
Research limitations/implications – This paper presents the results of research conducted at 24 organizations in 10 Canadian cities, a small but meaningful sample that provides a springboard for considering climate action in records and archives. Based on the discussion, there is a need for a records and archives agenda that directly responds the United Nation’s climate action targets: strengthening resilience and adaptive capacity to climate-related hazards and natural disasters; integrating climate change measures into policies, strategies and planning; and improving education, awareness-raising and human institutional capacity on climate change mitigation, adaptation, impact reduction and early warning. In support of this aim, the paper charts possible material topics from the literature and compares these with research findings.
Practical implications – From a top-down perspective, organizations need to expand sustainability programs to address all business areas, including records and archives. From a bottom-up perspective, records managers and archivists should include adaptation in disaster planning and consider the program benefits of developing economic, environmental and social sustainability initiatives to mitigate climate change.
Originality/value – The paper defines resilience, sustainability, adaption and mitigation and positions these terms in records management and archives. The paper examines how records managers, archivists and technologists think about sustainability; where sustainability intersects with records and archives work; and how records managers and archivists can engage in climate action.

Purpose – This study examined the state of digital records management in Nigerian university libraries. It investigated the extent university libraries have captured/created, utilized, planned, organized and developed the skills of librarians, etc. for effective management of electronic records.
Design/methodology/approach – Descriptive survey design was adopted. The area of the study was Nigeria. The population of the study was 231 academic librarians and senior technical and administrative staff drawn from 12 federal university libraries. Data were collected and analyzed using questionnaire, checklist and version 20 of Statistical Packages for Social Sciences (SPSS). Information obtained through oral interviews was analyzed qualitatively and incorporated in the discussions. The analytical framework was the Readiness Assessment Guide developed by the International Records Management Trust/World Bank in 2004. The criterion of judgment was that any item or statement of the research instruments that obtains a mean value of 2.50þ was rated high, and low if less than 2.50.
Findings – The results revealed that ICT facilities were available in Nigerian federal university libraries but the manner and extent of utilization, planning, organizing, re-skilling the staff, budgetary provisions and adoption of international best practices, etc. for e-records was low. Adequate funding, steady power supply, full internet services and adoption of global best practices for e-records management were some of the recommendations.
Practical implications – This study has established that the status of ICT facilities and current digital records management in Nigerian university libraries have not been properly managed and therefore are likely to become vulnerable or inaccessible for future transactions.
Originality/value – The gap in the literature about the dart of empirical studies on the status of e-RM in Nigerian university libraries has been bridged.
