摘要:在技术环境剧烈变迁的数字转型期,档案数据作为重要的数据生产要素,有必要加强数据汇集,开发基于档案的数据基础设施型(ABDI)服务,以有效支撑社会治理。基干档案数据资源建设视角,论证构建ABDI服务的必要性、可行性,明确ABDI的概念界定、基本特征与理论基础,提出建设基础条件和建设策略。研究认为:ABDI的应用场景明确,且具备政策引导、技术积累和实践项目经验等基础条件,可通过积极拓展应用场景、构建资源体系、开发相关规范、完善技术服务、构建ABDI管理模式来推进ABDI服务。

The increasing volume and importance of digital communication has prompted a major development in digital infrastructure for its storage and overall management—the cloud infrastructure owned for the most part by giant tech companies such as Amazon. Many governments have chosen to store their records in the cloud rather than invest in the increased digital infrastructure now required to manage them. Non-governmental institutions and private individuals are also using the cloud instead of their own infrastructure. The implications for public archives of this historic shift away from the publicly owned infrastructure long employed by them are profound. Yet, archivists and archival perspectives have not been much involved in public discussion of this change. They are largely absent from the public square. The shape of the emerging infrastructure underpinning the management of digital communication may well be the most significant lasting feature of the digital environment for societies and their archives. This article discusses why that development requires archival voices in the public square to address it.

Embedded in the notion of the archive as knowledge infrastructure is the idea of a steady flow of information that resides within and moves through socio-technical systems. While there is exponential growth in the information transferred between the creator and the archive, the information flow between the archive and the user is often leaky—discontinuous and disrupted. There is a considerable interval between the time archival material are accessioned, processed, and made accessible for research. It is in this space that what archivists euphemistically call ‘the backlog’ comes into existence. What the backlog interrupts is the distribution and consumption end of the research process. As a concept and a reality, the backlog is a critical point of failure, carrying with it an ongoing and prevailing sense that ‘deferred maintenance’ has become the norm in the archive. In this article, focus is placed on framing and understanding the backlog as an infrastructural problem and on highlighting the conflict inherent in various forms of discourse seeking solutions to it.

In the scholarly communications lifecycle, it is the archive (as place and as collection) that has traditionally functioned as the research laboratory, the source of knowledge for the humanities and its sub-disciplines. This article examines the notion of the archive as revealed through a process of infrastructural inversion, with an emphasis on understanding the working information practices of archivists as a prerequisite to any discussion of humanities infrastructure initiatives. Situating the archive as a form of infrastructure and archival labor as a form of maintenance work generates descriptions of archival systems and practices that shine a spotlight on key negotiations and tensions that adhere in a profession that exists in service of others. In particular, the article and the argument therein set out to describe what will be lost if this archival assemblage of people, practices, activities, artifacts, and structures is set aside rather than ported into any imagining or re-imagining of the humanities of the future.

文件基础设施的重要性在印度尼西亚开展的ONE DATA行动中体现为几个关键方面。文件基础设施是支持政府数据管理的完整性、公共服务优化、透明度和问责制的基础。建设坚实的文件基础设施所面临的主要挑战包括技术问题、资金限制、法律和政策问题、对专业人才的需求、数据质量参差不齐以及严格的隐私政策。然而,也不乏一些可以充分利用的条件,如技术创新、战略合作伙伴关系,以及在提高效率和优化公共服务方面取得的长期效益。ONE DATA还强调了实施情况及强大的文件基础设施如何影响数据整合、准确性和公共服务效益。

The importance of records infrastructure in Indonesia’s ONE DATA initiative, focusing on several key aspects. Records infrastructure is the foundation that supports integrity, better public services, transparency and accountability in government data management. Key challenges faced in building a solid records infrastructure include technical issues, financial constraints, legal and policy issues, the need for skilled human resources, variable data quality, and strict privacy policies. However, there are opportunities that can be capitalised on, such as technological innovation, strategic partnerships, and long-term benefits in the form of efficiency and better public services. ONE DATA also highlights implementation and how a strong records infrastructure can impact data integration, accuracy and benefits to public services.

Barriers to building a records infrastructure include limited resources, data ownership, data quality, privacy policies, data consistency and standards, and awareness and compliance. The conclusion of this article is that, while there are many challenges to overcome, a strong archive infrastructure can support the vision of ONE DATA. Strategic investment, strong leadership, collaboration, education, and continuous evaluation are necessary to achieve this goal and bring significant benefits to society, innovation, and better decision-making. This means that Indonesia is moving towards an era of integrated data.

Digital infrastructures are the facilities needed for the successful functioning of available technologies. In the context of this chapter, digital records infrastructure refers to the fundamental tools and services required to unlock acceptable records management practices for records stored in digital spaces and electronic environments. Examples of digital infrastructure include, but are not limited to, Internet strength, fixed broadband, mobile telecommunications, data centres, cloud computing, platforms, systems, applications, and devices. This chapter is the product of an international research collaboration of researchers from Botswana, Kenya, South Africa, and Zimbabwe who conducted a harmonized study to determine the implementation of cloud computing, enterprise content management (ECM), and enterprise resource planning (ERP). In addition, the study investigated whether the surveyed institutions integrated their ERP systems with their ECM systems. The results of this harmonized study revealed that the majority of those responsible for managing digital assets and records are unfamiliar with and sceptical of content management systems and resource platforms. Consequently, the level of ECM and ERP implementation, as well as integration, is extremely low.
